I did a quick search on Google and found several references to Digger. I saw several that said you could run the program from a a virtual XP machine in Windows 7. I would post to an Australian forum on general genealogy, or to one of the newsgroups. From what I have see in my search there are many disk, ie people that are effected by this. It is possible that there is freeware that will do the function of Digger on Windows 7 & 8.

(This is what most new computers now have).
You can overcome this problem by purchasing Windows7 Professional.
Windows 7 64bit using ‘Windows Virtual PC – XP Mode’
You need to download it from http://www.microsoft.com/windows/virtual-pc/default.aspx
Follow the instructions to install the above. Then start XP mode and install the BDM’s
However certificates can be search at the designated Library within each district - generally for free. Some Libraries also hold the Disks for you to search. Location of Libraries holding District Registers. Please check with the library for opening times and access requirements."
