Yes, these are Fast Fields.
I don't know for sure what could have caused your specific problem. There could be an "invisible" space. Or have you chosen to hide "country"? If so, you probably have a USA hidden in country in one choice and United States in another one or no country in another one.
Whatever caused the problem makes no difference. When you go to look at the Place field for both sets of facts, whether in Person tab or in the Places Workspace - do you see the little icon with a question mark that shows the places are unresolved? If you resolve both names, you should be back to only one showing up in the list of choices in fast fields. And, only one place in the Places Workspace.
