From a GEDCOM standpoint the CEMEtery tag was removed in v5.4 since it had no real value.
As you have pointed out a CEME tag and the PLAC tag under the BURI tag can be the same.
This being said some people will argue that you should use the BURI tag to mark the name of the town location of the burial and use the CEME tag to mark the exact cemetery.
