If you were looking for a document created while Adams County was part of Allen County, such as wills, deeds, marriage records, etc., you would need to go to Adams County. At least, that is the way it is in New Jersey. When new counties or townships were created prior records stayed with the old county or township.

I think the place should reflect where you need to go to get a copy of the record in question.
