If you define Location in your database as the place to go to find out about the persons, ie a starting point for further research then I would put the current location. This facilitates tracking an ancestors as he moved across the country. It also gives you an idea of whom to contact, if you need a deed, a cemetery location, etc. As an example, Adams Co Indiana was once part of Allen Co Indiana. But if the current location is in Adams Co, you would not contact the Allen Co genealogy society, or the Allen Co government offices for information on your ancestor.
When you prepare a FTM book to pass the information, you can insure the historical accuracy of the information in the notes.
If you see your database as a story about the ancestor and want it to be historically correct, and not part of your research system then put the historical locations.
