Plenty of other threads on this blog about various peoples thoughts on this delema, over time names change, country borders move, spellings change or have ethnic variations, lots of ways for this to occur even as we speak.
The short of it is:
Either
1) Record the actual information from the time that it occured (and entering notes about where that place is today or alternate names) and forget about most of the mapping software finding the place automatically
2) Record the place as it would be today or your personal slant (and entering notes about the place in time or alternate names) and mapping will work right away.
It is an issue that can not be solved without major changes to most genealogy software programs.
