Yes, you can ADD a media file from that screen. BUT it "disappears" right?

It disappears because there is NOT Citation to link to.

My statement has been, from my testing for this "problem", a Media file is Linked to a CITATION and NOT to a Source.

If you see it differently, I would like to try it out.
