You can run a custom report in FTM 16 to identify which family page scrapbooks contain photos. That may help you pin point the family page scrapbooks involved.
If you do strip photos out, you will need to compact your file regularly as removing media from an FTM 16 file leaves holes in the database.
You could strip all the photos by exporting as a GEDCOM and reimporting the GEDCOM as a new file and start again with embedding photos
You could use a recent backup that does not have the problem.
maybe time to ditch FTM 16 and move to FTM 2012 that links and not embeds photos and is much easier to handle in terms of media
