Have you tried:
Resolve
Up Arrow text to left-most comma up to the upper text area.
Do it again, until only "England" is left in the bottom resolve box, like this:
Top box:
Arkengarthdale, North Yorkshire
Bottom box:
England.
Click ok.
You will now have the place name you want in the heirarchical list.
Does that give you what you want?

I thought this was pretty neat when it came out; but then I realized how much work it would be to "resolve" the thousands of my historical place names and suddenly lost interest in putting historical names into the heirarchical view.
