First let me be clear I was not say use "Military" as the custom fact, just pointing out how to use a custom fact.
Second, I agree with silverfox about using the RESIdence tag for the change of "address" portion of this scenario, I had assumed you were already doing this as this is kind of standard for moves from one place to another.
I would also use the NOTE in the RESI tag to point to the reason for the change of address, which would be your custom fact of, for example, my suggestion of "Criminal Action" or "Crimes" as silverfox suggests.
And, facts of "Ciminal Action" or "Crimes" are good candidates for reuse with a more specific description.
My only point with "Military" as the fact name and not "Military Pension" and "Military Casualty" as separate fact names is that I generally believe that they are too specific, while a fact name of "Military" would be generic and made more specific with the description of "Pension" or Casualty and use Notes for detail. Unfortunatelly FTM does not have the additional tags found in the GEDCOM standard like AGNC (Agency), CAUS (Cause), RELI (Religion) and ADDR (Address) that I use to better define detail about the custom event, so FTM forces me to place them in the NOTE structure.
